LPPI AD 2.20  Local aerodrome regulations

1. Limitations on use of aerodrome

Aerodrome is an UNCONTROLLED Aerodrome.

Aerodrome qualified for Night Operations.

Aerodrome and obstructions lighted.

2. Taxiing

Back-track operations forbidden to aircraft with maximum take-off mass above 10 tons on Runways 09 / 27. These operations must be done only on Turning Bays of each runway.

All authorizations must be obtained through HORTA CONTROL TWR or HORTA APPROACH. (see LPHR AD-2.18)

For minimum vectoring altitudes see Horta ATC SURVEILLANCE MINIMUM ALTITUDE CHART (LPHR AD 2.24.11-1).

Ground raised rapidly very close to the Aerodrome. This fact generates very often turbulence and windshear.

Due to high terrain, flights are not permitted SOUTH of Runway 09/27.

On the SOUTH Sector of the Aerodrome, a very high mountain (PICO Mountain) with it’s high point at 2351 metres, is the main restriction for the IFR procedures in the region. Due to this geographical environment, the Aerodrome is subject to significant  wind variation that affect landing and take-off operations.

All ACFT (Including ULM) Operating at ATZ are subject to the following conditions:

Helicopters may operate in Pico ATZ in less than 1500M but not less than 800M flight visibility, if manoeuvred at a speed that will give adequate opportunity to observe other traffic or any obstacles in time to avoid collision. Flight visibility lower than 800M for short periods during daylight, when in sight of land, are permitted for special cases, such as medical flights, search and rescue operations and fire-fighting.
Low level over water flights out of sight of land are also permitted if conducted under VFR when the cloud ceiling is greater than 600FT by day and 1200FT by night.

The airspace is uncontrolled. However, when the meteorological conditions of the aerodrome are below VMC minima any aircraft, with suitable equipment, may execute, pending on traffic conditions, an approach procedure based on radio navigation aid, applying the published minima in the Instrument Approach Chart of the aerodrome.

Depending on Traffic conditions, a clearance may be issue by HORTA APPROACH for traffic to proceed to SOLGI, after carrying a missed approach at Pico (LPPI - Instrument Approach Chart).

Operators shall only turn right to SOLGI after having passed VELAS northbound and having reached 5000FT while maintaining QDR 010 from PI Locator.

Horta Transponder and Radio Mandatory Zone

All aircraft flying VFR or IFR in Class G airspace inbound Horta Transponder and Radio Mandatory Zone (see ENR 2.2.3.2) shall contact Horta APP on 120.600MHz before entering the lateral limits of this Area and maintain continuous air-ground voice communication watch, to facilitate the provision of flight information, instructions and ATC clearances, (e.g: approach procedures) if required.
