1. INTRODUCTION
With the objective of increasing the number of contact stands and replacing a Temporary Parking Area for aircraft, this project will be developed at the southeast area of Lisbon (Humberto Delgado) Airport. It consists of the extension of apron 10, construction of a new Apron 23, taxiways to connect these and a new pier for all stands on apron 10.
The total duration of the construction works is expected to be approximately 34 months.During these, parts of apron 10 will be in service while the construction proceeds inside a fenced area.Also, a physical separation will be installed along apron 10, for the construction of the new Pier, which will affect the existing stands. This will minimize interference and operational constraints with movement area, optimizing the construction process, which will take place mostly during the day. The works are divided into phases and sub-phases, corresponding to each area of intervention, thus minimizing operational constraints during the works.
Works will take place on taxiways and aprons. A specific AIP SUP will be issued for each major phase or group of phases.
2. PURPOSE
The purpose of this AIP Supplement is to inform operators of construction works at LPPT, of new parking stands, taxiways and taxilanes and associated temporary closures, operational restrictions or limitations on aprons and taxiways, and limitations on operational procedures.

4. CONSTRUCTION WORKS PROGRAMME
4.1 Schedule
Works will take place 7 days a week with the following schedule:- Daytime: 07:00-19:00 (08:00-20:00)- Night: 23:00-04:00 (00:00-05:00)
4.2 Phases
Phase start to be notified by NOTAM.
Works consists of 8 phases, some of which have sub-phases that may overlap. Most will result in layout changes, with corresponding changes to markings and signs
4.3 Brief description of the works
This AIP SUP describes the overall project, but for each major phase or group of phases, other AIP SUP will be issued, with detailed information for the works on the movement area.
5. OPERATIONAL CONSTRAINTS / General safety procedures
a) Throughout the work, temporary parking positions and service roads will be created, specific for certain phases.
b) Working areas shall be marked and illuminated according to EASA requirements and ICAO Standards, as applicable.
c) All areas shall be cleaned and inspected before being used by aircraft.
d) n all areas opened to traffic all staff and equipment shall be under the supervision of the Control Tower and Airport. In delimited areas construction works will be under Airport staff oversight.
e) Follow-me vehicle shall be available on demand to escort aircraft. If deemed necessary Airport Authority will provide Follow-me in certain periods.
f) Jet blast effects shall be considered for each Phase. Aircraft pilots should proceed as usual, unless Air Traffic Services states otherwise.
g) Communication between Air Traffic Services, Airport Authority and on-site supervision shall be always implemented, including for the works in delimited areas.
h) No obstacle limitation surfaces will be affected.
Note: The above are general considerations. Specific procedures will be issued and notified when necessary.
6. PROCEDURES
Working areas and temporary hazards will be signalized on either day and night.Additional AIP SUP and NOTAM will be promulgated when necessary, informing of exact work schedule, more specific locations and scope.
7. PRECAUTIONS
Pilots are advised to take note of the following precautions.
Presence of temporary hazards on southbound TWY M1/M2, including:
a) Construction equipment and vehicles crossing the TWY to access the work areas, escorted by Follow Me vehicle;
b) Whenever in doubt about safety conditions, pilots should notify Air Traffic Services that will then coordinate action with the Airport Authority ;
c) Pilots shall proceed in accordance with current rules set for aircraft movement in taxiways;
d) NOTAM will be issued to notify downgrading of visual aids affecting ground navigation including aerodrome ground lights, markings and signs.
8. IMPLEMENTATION
This AIP Supplement will be effective during the whole construction work period. Whenever needed NOTAM will be issued notifying of any subsequent changes affecting aircraft operations.
9. VALIDITY
This AIP Supplement is valid from 31-OCT-2024 until further notice.
