   LPPC FIR - ATS CONTINGENCY ROUTES FOR MADEIRA SECTOR DUE TO RADAR INOPERATIVE

1.  — INTRODUCTION

This contingency plan contains arrangements to ensure the continued safety of air navigation in the event of partial failure of air traffic services (ATS) within Madeira Sector of Lisboa FIR due to radar inoperative, according to ICAO Annex 11 – Air Traffic Services.

2.  — OBJECTIVES

This Contingency Plan is designed to provide alternative routes in Free Route Madeira Sector of Lisboa FIR, using existing air routes below FL 245 in most cases, which will allow aircraft operators to fly through Madeira Sector in separated routes.

3.  — SEPARATION

Separation criteria will be applied in accordance with the Procedures for Air Navigation Services – Air Traffic Management, Doc 4444 ATM/501, and the Regional Supplementary Procedures, Doc 7030.
Air Traffic Control service provided by Lisboa ACC in the controlled airspace of Lisboa FIR (REF AIP PORTUGAL ENR 2.1) outside Lisboa radar/surveillance coverage areas (REF AIP PORTUGAL ENR 1.6.11) is non-radar namely DEMOS, VERAM and MADEIRA sectors.
Non-radar horizontal separation will be provided to flights operating in this portion of airspace according to the following minima, as specified in the PANS-ATM Doc. 4444:

The separation above may only be applied in the following conditions:
  • VHF two way communication at all times;
  • SNT and FUN shall be operative and GNSS available; and
  • Aircraft TCAS equipped, according with EC regulations.

4.  — AIR TRAFFIC SERVICES

The following measures will be implemented upon activation of the contingency scheme:
  1. Issuing of NOTAM indicating the following:
    1. Time and date of the beginning of the contingency measure;
    2. Airspace available for landing and overflying traffic and airspace to be avoided;
    3. Details of the facilities and services available or not available and any limits on ATS provision (e.g, ACC, APP, TWR and FIS), including an expected date of restoration of services if available;
    4. Information on the provision made for alternative services;
    5. ATS contingency routes;
    6. Procedures to be followed by neighbouring ATS units;
    7. Procedures to be followed by pilots; and
    8. Any other details with respect to disruption and actions being taken that aircraft operators may find useful.
  2. Suspension of the Free Route Airspace in Madeira Sector above FL 245;
  3. Suspension of all SIDs and STARs from/to LPMA with the exception of those specified in this SUP;
  4. The published ATS routes bellow the Free Route Airspace will be implemented above FL 245 with the same designation;
  5. Delay or suspension of general aviation IFR operations;
  6. Delay or suspension of commercial IFR operations; and
  7. Declared capacity 9 movements/hour.

5.  — TRANSFER OF CONTROL AND COORDINATION

The transfer of control and communications will be at the common FIR boundaries of:

All aircraft proceeding along the ATS route established in this Contingency plan have to:
In contingency situations the free route airspace is cancelled in Lisboa (Madeira Sector) and flights shall adhere to the ATS contingency routes.

7.  — COMMUNICATION FAILURE

In case of communication failure, final level within Madeira sector will be FL 280 until the sector limits for departing traffic.

8.  — ROUTING SCHEME

In the event of radar failure aircraft shall file their flight plans using the ATS routes/trajectories listed on the following pages of this Supplement.

9.  — VALIDITY

From 26-FEB-2021 Until Further Notice.
This Supplement consists of 20 pages and replaces AIP SUP 023/2019.
