ATS Surveillance System in the Aerodrome Flight Information Service.

ATS Surveillance System authorized in the provision of AFIS to perform the following functions:

a) Flight path monitoring of aircraft on final approach; b) Flight path monitoring of other aircraft in the vicinity of the aerodrome; c) Providing information regarding any aircraft observed to be on a conflicting path with an identified aircraft; d) Navigation assistance to VFR flights through the provision of position information at pilots request and advices to aircraft observed to be deviating significantly from its intended route. The use of the ATS Surveillance System will not be detrimental to visual observation of the aerodrome traffic. Provision of vectoring to aircraft or suggestion of vector are not allowed. The use of an ATS Surveillance System in the provision of the AFIS does not relieve the pilot in command of an aircraft of any responsibilities.

LPSO AD 2.22  FLIGHT PROCEDURES

ILS procedures only authorized in VMC.
Start up approval required.
To promote air traffic safety and increase AFIS capacity to assist pilots in preventing collisions between aircraft in uncontrolled airspace, pilots are advised of the following recommendations:
  1. To avoid conflict with opposite direction traffic, whenever runway 03 is in use, pilots executing ILS RWY 21 or LOC RWY 21 approaches should initiate a right circling upon reaching the published MDA (H), except when they previously report intention to continue to the procedure minima for training and AFIS informs that the existing traffic will not be a factor for the manoeuver.
  2. To allow a safe integration with aerodrome traffic, pilots intending to fly ILS RWY 21 or LOC RWY 21 are encouraged to exchange relevant information with AFIS to increase traffic alertness and ability to intercept and fly the approach at a distance from the precedent aircraft to the extent practicable of not less than 5 NM.
  3. The declared capacity to accommodate practice flights on the aerodrome circuit is 4 aircraft. Additional traffic contacting AFIS can only enter the ATZ for full stop landing and should not execute practice circuits.
